Based on tune scan, recompute dynamic aperture at lower horizontal tune and much higher vertical tune.

Design sextupoles. Steerings from model that flattened orbit 94282 that was taken as part of characterization. Sekw quads to fit p3490 Use [cesr.dlr]digested_to_bmad to take digested file written by CESRV and write list of skew quads and steerings.
