Single wiggler tune scans
Tune scans
Scans are based on 1000 turn tracking. Use symplectic integration
(symp_lie_bmad) through fitted field.

fit to phase measurement 2367 of October 15. The measured orbit and phase on October 18 was
found to be very much like that of October 15, 2003.
The fit is good except just outside the IR. Because we have a 1.9T wiggler in a 2.1T
lattice, there is a large phase error between measured and design and this is corrected
with quads from 19E:9E. This corrected most of the error. Then IR quads and skews were
used to improve.
