COMPUTER/TECHNICAL: The work in this title includes responsibilities in the following areas at various levels of complexity.

PROG/ANALYST SPEC - 10748

Assists in and/or performs the design, development, modification and/or maintenance of systems software
Identifies, tests, and/or monitors how problems in software systems affect function and performance
Creates, adapts, integrates, and/or deploys software systems to solve problems
Adapts, combines, and/or improves existing products, processes, and programs
Updates, modifies, tests, and/or repairs existing software systems o Proposes, implements, and/or directs innovative solutions
Provides functional and technical analysis related to the design, development and implementation of software systems
Participates in the development of test strategies, tools and systems
Uses advanced skills to support complex systems.
Analyze and evaluate complex existing or proposed systems.
Defines projects, organizes a project team and directs project activities.
Assists in influencing decisions regarding policies and procedures, research, planning, and development activities.
Applies significant technical expertise and experience as an independent contributor or team leader.
Creates and implements project specifications/plans.
Uses advanced skills in area of specialization to support highly complex systems.
Analyze and evaluate highly complex existing or proposed systems.
Defines projects, organizes a project team and directs project activities
Makes decisions regarding policies and procedures, research, planning, and development activities.
Creates and implements project specifications/plans for projects with significant inter-dependency with other systems and/or projects.
Works with and may be responsible to users for needs analysis and provide resolution.
May provide functional and/or line supervision.
May have duties instructing, directing, and checking the work of other systems analysis and programming personnel.
Manages or leads the planning, implementing, tracking and reporting on significantly complex projects.
Manage the development, implementation and maintenance of highly complex IT services/ products including stakeholder management, integration and sourcing of resources.
Designs, codes, tests, debugs, documents and maintains highly complex programs or systems.
Formulates, defines system scope and objectives to develop or modify highly complex software systems.

MINIMUM EDUCATION AND EXPERIENCE EQUIVALENCY	Bachelor's degree; more than 5 year and less than 7 years experience
