Figure captions are a part of the compuscript and should appear after the references. They should be input sequentially in the order in which they are cited in the text; LaTeX will label and number the captions FIG. 1, FIG. 2, etc.
Note below the use of the \label{#1}
command; this is used to
cross-reference figures in text. The \label{#1}
command should be
inserted inside or after the figure caption, but before the end of the
figure environment.

Figures in REVTeX do not normally float. The floats
style option
restores floating behavior for figures and tables. (This option has been
added for the author's personal use. It should not be used in any file
destined for submission to the APS.)
Figures and illustrations are submitted as originals or glossy prints. Follow the rules in the Physical Review Style and Notation Guide for style and specifications.
